DU tackles new hurdle: ‘invalid’ SC/ST documents

Saturday , Jun 13, 2009 New Delhi :

South Campus, one of the four centres where SC/ST admissions are being held in Delhi University, is facing a new problem lately, with cases of faulty caste and tribe certificates cropping up daily. Students, mostly from the Northeast, have either the issue number or the certificate number missing from their documents.

According to Dinesh C Varshney, the Deputy Dean of Students Welfare, South Campus, the centre has been receiving 20 to 25 invalid forms every day. They have to send back students to get their certificates verified by their resident commissioner. “The commissioner then calls up the office from where the certificates have been issued and vets them,” Varshney said.

The centre has also detected a few cases where students have tried to take admissions using fake certificates where the signatures have been tampered with.

The Delhi University statute says SC/ST certificates have to be issued by the District Magistrate/Additional District Magistrate/Collector/Deputy Commissioner/ Additional Deputy Commissioner/ Deputy Collector/First Class Stipendiary Magistrate/City magistrate/Sub-Divisional Magistrate/Assistant Magistrate. South Campus, however, has been receiving certificates signed by naib tehsildar or officials ranked even lower. “Students who have erroneous marksheets come back after verification, but many disappear after problems in their SC/ST certificates are pointed out,” Varshney said.

For admissions in the SC/ST category, students have to submit a copy of the original marksheet and a copy of the original caste and tribe certificate attested by a reliable authority.
